Cycling Level of Service Audit

Assess how good cycling provision is in your area

Cycling Level of Service – Assessment

Cycling Level of Service (or CLoS for short) is an audit tool developed by Transport for London. It is designed to assess the quality of existing and proposed cycling provision.

Allocating a final score out of 100, the assessment sets a common standard for the performance of cycle infrastructure such as existing routes, new schemes and individual junctions.

The assessment audits 34 indicators of cycling service provision. The results are then used by local and regional authorities to inform discussion about design options and target areas in need of improvement.

Experienced at delivering both localised and areawide audits, our consultants undertake in-person site visits, walking or cycling the full length of the assessment area. Findings are presented in a simple tabulated format or through more traditional reporting methods – providing clear, concise and easy to understand information for a variety of audiences.

Travel Plans

Travel plans play an essential role in delivering sustainable access to new development, using targeted ‘hard & soft’ measures to promote the use of public transport and active travel in favour of travel by private vehicle.

At Hup Initiatives, we prepare travel plans for developers to support planning applications and to discharge planning conditions, in line with local and national guidelines alongside developing practical infrastructure and sustainable solutions.

We provide a range of travel planning services to public-sector clients on the preparation, implementation and monitoring of their own travel plans, as well as those for schools and workplaces.

Increasingly, we are working with Local Authorities on the review and monitoring of existing travel plans. We ensure compliance with key deliverables and the attainment of targeted modal shift.

We assist in the use of sanctions where deliverables and / or targets have not been met.

Healthy Streets

Adopt a Healthy Street approach – improve air quality, reduce congestion and encourage well-being for all!!!

80 per cent of travel happens on our streets. The best way to get more people out walking, cycling and using public transport is to improve the quality of the experience of being on those streets.

What we do…

Utilising the Healthy Street assessment tool, our consultants work closely with local authorities to audit the ‘health’ of streets and identify areas of improvement. Streets are assessed against 10 indicators including safety, air pollution and noise to help embed a ‘Healthy Street’ policy.

Assessment results are uniform by design and easy to interpret, with findings used to identify areas in need of improvement and to help inform spend.

Inclusive Mobility

The Equality Act 2010 places a duty on service providers to make reasonable adjustments where disability puts people at a disadvantage. That applies to highway authorities and transport operators.

Developing an inclusive public travel network has a substantial and positive effect on society. An estimated 20% of the adult population has a disability. That is 11.7 million people. The Institute for Employment Studies (1999) valued their spending power at £51.3bn. Those figures continue to increase dramatically as UK demographics shift towards an increasingly elderly population.

Air Quality

At Hup Initiatives we work with local authorities, schools and businesses to raise awareness of the health concerns surrounding air pollution and the benefits of sustainable travel.

We provide practical information to reduce exposure and lower pollution emissions.

Our programme focuses on four key areas:

Clean Air for Schools

Using citizen science to raise awareness and understanding of issues surrounding poor air quality. Pupils can then assist the school and local authorities in spreading the message to the wider school community. Increased awareness within the school community will result in reductions in car use on the school run and encourage more sustainable transport practice.

(The material used is firmly rooted in the national curriculum for History and Science and will inform the production of campaign resources such as posters and banners produced by the pupils).

Targeted community events

Held at community venues to raise awareness among key community stakeholders such as children, the elderly and carers.

Large community events

Targeting the general public providing information at indoor and outdoor events such as summer fetes and community fairs. The stands will be active and engaging to ensure the message is accessible to all.

Health Professionals and Strategic Policy Officers presentations and training

At these events we inform frontline staff and policy makers on the health impacts, legal requirements and policy developments concerning transport emissions and air pollution. The events are attended by professionals from the health sector as well as the planning and highways authorities.
