The Equality Act 2010 places a duty on service providers to make reasonable adjustments where disability puts people at a disadvantage. That applies to highway authorities and transport operators.

Developing an inclusive public travel network has a substantial and positive effect on society. An estimated 20% of the adult population has a disability. That is 11.7 million people. The Institute for Employment Studies (1999) valued their spending power at £51.3bn. Those figures continue to increase dramatically as UK demographics shift towards an increasingly elderly population.
